A driver cell sends a steady current down a metre of uniform wire, so the potential falls evenly along it. Balance the standard cell against part of that fall, then the unknown, and the two balance lengths are in the same ratio as the two EMFs. Change the driver and do it again, the lengths move, the ratio doesn’t.
